			<p>Across UK waste and environmental compliance, a pattern is emerging. Paper forms and manual record keeping are being replaced by mandatory digital reporting, and it is happening in several pieces of legislation at once, not just one. <a href="https://greenzoneuk.com/digital-waste-tracking-2026/">Digital Waste Tracking</a> is the clearest example of this shift, but Extended Producer Responsibility for packaging and Simpler Recycling are both part of the same direction of travel, each in its own way.</p>
<p>For any business that generates, handles or is responsible for waste, understanding how these three pieces of legislation fit together can simplify the processes you put in place to ensure compliance across different authorities.</p>
<h2>What is Digital Waste Tracking, and why is it being introduced?</h2>
<p>Digital Waste Tracking is a new government service designed to create a single, unbroken digital record of waste, from the point it is produced through to its final disposal or recovery. It is being introduced to replace the current fragmented, paper based system. Waste Transfer Notes and hazardous waste consignment notes are being replaced with one digital record that regulators can access directly. Over time, the same approach is expected to extend to the paperwork used for Green List waste exports, currently known as Annex VII forms, bringing that information into the same system.</p>
<p>The case for change is straightforward. Paper records are slow, easy to lose and hard to verify, which makes it difficult for regulators to build an accurate picture of where waste actually goes. Waste crime linked to this gap is estimated to cost the UK economy around £1 billion a year. Digital Waste Tracking, introduced under Section 58 of the Environment Act 2021, is intended to close that gap by giving regulators reliable, near real time data, while also speeding up reporting for legitimate operators.</p>

<p>Digital Waste Tracking is being rolled out in phases.</p>
<h3>Phase 1 &#8211; Waste Receivers</h3>
<p>Mandatory for operators of permitted or licensed waste receiving sites from 1 October 2026 in England and Wales, with Scotland and Northern Ireland following from January 2027.</p>
<h3>Phase 2 &#8211; Carriers, Brokers &amp; Dealers</h3>
<p>A second phase then extends the requirement to waste carriers, brokers and dealers from October 2027.</p>
<h3>Waste Producers</h3>
<p>Waste producers are not yet directly in scope of Digital Waste Tracking. That does not mean producers can treat this as somebody else&#8217;s problem. Every business already has a legal duty of care for the waste it produces, which includes taking reasonable steps to check that the carriers, brokers and sites it uses are properly authorised and compliant. As the sector around a producer becomes digital, meeting that duty of care should get easier, but the underlying responsibility itself does not change.</p>

<p>Extended Producer Responsibility, or EPR, for packaging is a different piece of legislation entirely, but it follows the same underlying pattern. Producers of packaging report their data through the Report Packaging Data service, described by the Environment Agency as the digital service for EPR. Large producers submit data twice a year, small producers submit once a year, and that data feeds directly into how packaging waste is funded and managed.</p>
<p>Digital Waste Tracking and EPR sit under different rules, cover different obligations and are administered by different teams. But the principles behind them are similar. Paper based reporting is being replaced by mandatory digital submission, and businesses that get comfortable with digital compliance now are the ones that will find each new requirement easier to implement as it arrives.</p>
<h2>Where Simpler Recycling fits in</h2>
<p>Simpler Recycling is a slightly different case. Unlike Digital Waste Tracking and EPR, Simpler Recycling is not itself a digital reporting system. At its core, it is a physical requirement. Businesses with 10 or more full time equivalent employees have had to separate <a href="https://greenzoneuk.com/dry-mixed-recycling-dmr/">dry mixed recycling</a> (glass, metal, paper, card and plastic) and <a href="https://greenzoneuk.com/food-recycling/">food waste</a> from general waste since 31 March 2025, with micro-firms required to do the same by 31 March 2027. Flexible plastics will also need to be separately processed by 31 March 2027 too.</p>
<p>So why does it belong in this article? Because demonstrating and evidencing that separation is actually happening depends on the same kind of digital record keeping that Digital Waste Tracking introduces. As waste movements become digitally logged as standard practice, proving Simpler Recycling compliance stops being a standalone exercise and becomes part of the same connected record. The requirement itself stays physical. The evidence trail behind it is converging with everything else.</p>
<h2>Three systems, one shift</h2>
<p>Put the three together and the pattern is clear. Digital Waste Tracking, EPR and Simpler Recycling are three different pieces of legislation, overseen by different systems and regulators, but all pushing businesses away from paper, and towards connected digital record keeping.</p>

			<p>Every year, people across England, Scotland and Northern Ireland buy an estimated 25 billion drinks in single use containers, plastic bottles, steel cans and aluminium cans among them. Of those, around 6.5 billion are never recycled. That works out at more than 17 million containers wasted every single day.</p>
<p>Those numbers show up on the ground in a familiar way. Drinks bottles and cans are consistently among the most common items found in England&#8217;s litter surveys, and, according to Keep Britain Tidy&#8217;s research, when the public is asked which type of litter bothers them most, drinks related packaging tops the list.</p>
<p>This is not a new problem. Households across the UK have had access to kerbside recycling collections for decades. Yet recycling figures have barely moved. That gap between effort and outcome is what the Deposit Return Scheme (DRS), due to launch across England, Scotland and Northern Ireland on 1 October 2027, is designed to close.</p>

			<h2>Why kerbside recycling has not been enough</h2>
<p>England&#8217;s household recycling rate has sat at about 44 to 45 percent for a decade. Government figures describe the rate as having flatlined since 2015, well below the 50 percent target originally set for 2020. Two issues sit behind that plateau.</p>
<p>The first is inconsistency. Different councils have historically collected different materials in different ways, so an item accepted for recycling in one area could be rejected as contamination in the next. The Government has described this as a postcode lottery, and closing it is the specific aim of the separate <a href="https://greenzoneuk.com/simpler-recycling-in-england-what-you-need-to-know/">Simpler Recycling</a> reforms now being rolled out alongside DRS.</p>
<p>The second is contamination itself. Recent research from WRAP found that 81 percent of people put at least one item in their recycling that their council does not accept locally. Too much contaminated waste material can prevent a whole lorry load of material from being recycled.</p>
<p>Kerbside collection was also never well suited to drinks consumed away from home. A can finished at a bus stop or a bottle emptied in a park rarely makes it back to a household bin. It becomes litter instead, which is one reason Keep Britain Tidy estimates that around 16 million plastic bottles fail to enter the recycling system in England every single day.</p>
<h2>What a deposit actually changes</h2>
<p>A deposit return scheme works on a simple piece of behavioural logic. Right now, an empty bottle or can has no value. Once the drink is finished, it becomes rubbish, something to be disposed of.</p>
<p>A refundable deposit changes that arithmetic. Exchange for Change, the organisation appointed to run the scheme, will introduce a flat deposit of 20p per in-scope container. The moment that charge is added, the container stops being rubbish and becomes something with a price attached to it. It is similar to the glass bottle return scheme that peaked from the 1950s to the 1970s, only applied consistently, at national scale, and backed by dedicated collection infrastructure rather than habit or goodwill. Recycling stops depending on someone remembering to use the right bin. It becomes something people actively choose to do, because there is now a reason to.</p>

<h2>What the evidence from outside the UK shows</h2>
<p>The clearest test case for how well this works in practice is Ireland&#8217;s Re-turn scheme, which launched in February 2024. Before the scheme began, Ireland recycled roughly 49 percent of in-scope plastic bottles and cans. According to Re-turn&#8217;s own reporting, that figure had risen to an estimated 91 percent within about a year and a half of operation, with 76 percent of containers captured directly through the scheme itself.</p>
<p>The impact on litter has followed a similar pattern. Re-turn reports that container litter has fallen by more than half since launch, contributing to the cleanest Irish beaches recorded in 25 years.</p>
<p>Reloop, which works with governments, industry and society to accelerate the global transition to a circular economy, reports that 18 mature deposit return schemes across Europe have a median collection rate of 90 percent, with over half of the countries achieving recycling rates of 90 percent or higher.</p>
<p>European examples are not a perfect comparison. Deposit levels, existing infrastructure and consumer habits all differ from the UK&#8217;s. But behavioural shifts of that scale, in such a short timeframe, are difficult to dismiss.</p>
<h2>Part of a wider shift</h2>
<p>Litter reduction is the most visible argument for a deposit scheme, but it sits inside a larger policy direction. Alongside DRS, the UK is introducing Simpler Recycling and extended producer responsibility for packaging reforms, both aimed at keeping materials in circulation rather than losing them to landfill or incineration after a single use. The Government has been explicit that these reforms together are intended to support the move towards a more circular economy.</p>
<p>A drinks container returned through a deposit scheme tends to produce cleaner, higher value material than one sorted from general household waste, because it has not been mixed with other rubbish along the way. That matters, because material of that quality can go back into new packaging rather than being downcycled or lost from the system entirely. <h2>A lot to take in at once</h2>
<p>None of this is landing in isolation. Many businesses are already working through Simpler Recycling and extended producer responsibility for packaging, and a Deposit Return Scheme is now arriving in the same fairly tight window. It is entirely reasonable to feel that it is a lot to keep track of at once.</p>

			<h3>The House of Lords Environment and Climate Change Committee has officially launched an inquiry into waste crime, beginning with an evidence session featuring key industry experts.</h3>

			<p>The inquiry is focused on tackling serious and organised waste crime — including illegal waste sites, fly-tipping, and landfill tax fraud — which pose significant environmental and economic risks. Dan Cooke, Director of Policy, Communications and External Affairs at the Chartered Institution of Wastes Management (CIWM), described waste crime as a “£1 billion problem” that continues to escalate.</p>
<p>Cooke highlighted the wide-reaching impacts of waste crime, from lost revenue and clean-up costs to damage to local communities and the environment. He also warned that the scale of unknown waste crime is likely much greater than currently estimated, and that it undermines legitimate operators working towards net zero and circular economy goals.</p>
<p>Joining Cooke in the evidence session were Sam Corp, Head of Regulation at the Environmental Services Association (ESA), and Donald Macphail, Chief Operating Officer for Treatment and Hazardous Waste, UK, at Veolia. Together, they shared insights into the scale, consequences, and regulatory challenges surrounding waste crime.</p>
<p>The Committee aims to assess the effectiveness of current monitoring and enforcement regimes and explore the government’s plans to address the issue. Further evidence sessions with industry stakeholders are scheduled to continue next week, on 10 September.</p>

			<p><strong>Boots</strong>: Turning hard-to-recycle packaging into points. Boots has become a leader in healthcare recycling with its “Recycle at Boots” scheme. Customers can return beauty, dental, and healthcare packaging not accepted in kerbside collections. By scanning items through the Scan2Recycle app, they earn Advantage Card points for example, 500 points (worth £5) for five empty products when spending £10 in-store. Following a successful pilot, Boots has also rolled out nationwide blister pack recycling, offering 150 points for every 15 packs returned. Partnering with MYGroup, Boots ensures materials are processed responsibly: foil is recycled, while plastic is transformed into new products such as window frames and boards. This model highlights how incentives, convenience, and clear processing routes can make recycling part of the everyday shopping experience.</p>
<p><strong>H&amp;M</strong>: Textile take-back. H&amp;M’s garment collecting program allows customers to drop off unwanted textiles from any brand in exchange for a £5 voucher on purchases of £25 or more (redeemable up to six times a month). Items are sorted for reuse, recycling, or repurposing, extending the life of textiles in line with circular economy principles.</p>
<p><strong>River Island</strong>: Partnering with Reskinned. River Island has scaled up its partnership with Reskinned, accepting three or more items of unwanted clothing per customer across 200 stores. Returned garments are hand-checked, ozone-cleaned, and then 30% are resold, 40% are repurposed, and 30% are recycled with nothing going to landfill. Donors get a £5 voucher off a £40 spend.</p>
<p><strong>New Look</strong>: Re-fashion collaboration. New Look works with Re-Fashion, offering customers free donation bags that can be filled and dropped at Collect+ points. Items are repaired, upcycled, or resold online, and donors get 30% off their next Re-Fashion purchase. To add further impact, New Look also plants a tree for every donation bag returned.</p>
<p><strong>MAC Cosmetics</strong>: Three decades of recycling. MAC’s Back-to-MAC program has run for more than three decades, accepting empty product packaging for recycling or energy recovery. While it once rewarded customers with a free lipstick for returning six empties, the brand has evolved the scheme to focus on environmental impact and strengthening its sustainability credentials. This long-standing initiative demonstrates the value of consistent, recognisable recycling programs that align with consumer expectations.</p>
<p><strong>Costa Coffee:</strong> Cup Recycling accepts any paper takeaway cup (not just Costa’s) to be pulped and made into new paper products. <strong>Pret &amp; Starbucks</strong>: Encourage reuse by offering discounts to customers who bring their own cup. <strong>Tesco, Sainsbury’s &amp; Co-op</strong>: Continue to expand their soft plastics take-back bins, helping capture materials not collected at kerbside. Each of these initiatives makes it easier for customers to act sustainably in their daily routines.</p>
<p><strong>Deposit Return on the Horizon</strong></p>
<p>Looking beyond the high street, the government’s Deposit Return Scheme (DRS) for drinks containers is scheduled to launch in October 2027. A small deposit (around 20p) will be refunded when bottles and cans are returned. The scheme mirrors successful European models that have achieved recycling rates of more than 90%, and will represent a significant step forward for resource recovery in the UK.</p>
<p><strong>Building a Circular Future</strong></p>
<p>From Boots’ blister pack bins to River Island’s resale shops, take-back schemes are helping to make recycling visible, practical, and rewarding for UK consumers. They encourage reuse, incentivise sustainable choices, and show how brands can play a direct role in building the circular economy.</p>
<p>For businesses, the challenge now is to keep these initiatives growing scaling up participation, communicating outcomes clearly, and continuing to make recycling accessible to all.</p>
<p>When retailers, recyclers, and consumers work together, take-back schemes are more than a trend: they are a cornerstone of a circular economy zero-waste future.</p>

			<p>With current recycling systems capturing only around 10% of global plastic waste, it’s clear that recycling alone cannot solve the plastic pollution crisis. Greenzone advocates for a comprehensive treaty that addresses plastics from design and production through to recovery and reuse, in line with UN scientific guidance and the High Ambition Coalition’s vision.</p>
<p>At the heart of Greenzone’s stance is the need to reduce virgin plastic production, invest in sustainable alternatives, and strengthen recycling systems that deliver measurable environmental and health outcomes. However, in Geneva, major oil-producing nations and petrochemical interests continue to resist production caps, instead promoting voluntary measures and an overreliance on recycling.</p>
<p>One critical component of an effective treaty is the inclusion of robust Extended Producer Responsibility (EPR) framework globally. Greenzone believes that producers must be fully accountable for the environmental impact of their products from packaging design through to end-of-life recovery. A Strong EPR scheme not only incentivise better design and material choices but also help fund collection and recycling infrastructure, especially in under-resourced regions.</p>
<p>Janice Lack said: “<em>Extended Producer Responsibility is not just about waste &#8211; it’s about fairness, accountability, and system-wide transformation. For a true circular economy to thrive we need producers to take ownership, there needs to be clear policies, and businesses like ours are here to help deliver the recovery solutions.”</em></p>
<p>As negotiations reach a critical point, Greenzone remains hopeful that a global agreement can be reached &#8211; one that bridges the gap between production reduction and waste management, closes regulatory loopholes, and empowers everyone involved to act.</p>

			<p>The new system is designed to modernise how waste is recorded, monitored, and reported across England supporting national efforts to tackle waste crime, improve environmental transparency, and drive progress towards a circular economy.</p>
<p><strong>A clear timeline for industry transformation</strong></p>
<p>Following extensive consultation with the sector, DEFRA has confirmed the phased rollout of the DWT system:</p>
<ul>
<li>Autumn 2025 – Private beta testing with selected permitted waste sites</li>
<li>April 2026 – Public beta testing across all permitted/licensed sites</li>
<li>October 2026 – DWT becomes mandatory for permitted/licensed waste receiving facilities in England and Wales</li>
<li>January 2027 &#8211; DWT becomes mandatory for permitted/licensed waste receiving facilities in Scotland and Northern Ireland</li>
<li>October 2027 – Rollout expands to include carriers, brokers, dealers, and exempt sites</li>
</ul>
<p><strong>Bringing waste tracking into the digital age</strong></p>
<p>Under the new system, all waste movements into permitted or licensed sites must be recorded digitally, replacing outdated paper-based documentation. Key data will include:</p>
<ul>
<li>Waste classification (EWC codes), SIC codes and movement reference numbers</li>
<li>Origin and destination details</li>
<li>Waste treatment processes and end destinations</li>
<li>Multiple data submission options will be available, including API integration, CSV uploads, and a secure online portal &#8211; making compliance accessible for operators of all sizes.</li>
</ul>
<p><strong>What businesses should do next</strong></p>
<p>With final details of the rollout (including charging structures and regulatory updates) expected by September 2025, Greenzone recommends that businesses:</p>
<ul>
<li>Begin reviewing internal systems and processes now</li>
<li>Engage with industry updates and beta testing opportunities</li>
<li>Work with trusted waste partners to ensure a smooth transition</li>
</ul>

			<h4 class="beyondwords-clickable bwp">A surge in demand for cheap, short-lived electronic gadgets—dubbed &#8220;fast tech&#8221;—is raising alarms among environmental groups.</h4>

			<p>These low-cost items, often discarded after minimal use or left forgotten in drawers, are contributing to a mounting e-waste crisis, according to the not-for-profit organisation Material Focus.</p>
<p>One striking example is the spike in sales of battery-powered mini fans during last year’s heatwaves, with over seven million units sold. But it doesn’t stop there—nearly £8 million was also spent on novelty items like LED balloons, mini karaoke machines, and even light-up toilet seats.</p>
<p>Material Focus reports that consumer spending on fast tech has quadrupled since 2023, reaching an estimated £11.6 billion. The trend mirrors the rapid rise of fast fashion, with similarly harmful environmental consequences.</p>
<p>Despite their low price tags—sometimes under £1—these gadgets often contain valuable materials like copper. A previous study by the group found that unused electronics stored in UK homes could hold over 38,000 tonnes of copper, a resource critical to the transition to greener technologies.</p>
<p>Scott Butler, Executive Director at Material Focus, likened the trend to previous consumer waves: “We had fast food, then fast fashion—now it’s fast tech.” He urged consumers to pause and consider whether they truly need the latest gadget, and to recycle unwanted electronics responsibly.</p>
<p>Joe Iles from the Ellen MacArthur Foundation, which champions a circular economy, believes the issue is solvable. “These throwaway habits are a recent phenomenon,” he said, pointing to growing markets for refurbished and durable electronics. He also highlighted the importance of policies like the Right to Repair and Extended Producer Responsibility to drive better product design and recycling practices.</p>
<p>Greenpeace UK’s Laura Burley added that fast tech often combines plastics and electronics in ways that are difficult to recycle, calling it “a toxic cocktail.” She stressed the need for manufacturers to take responsibility for the entire lifecycle of their products and design them to last.</p>
<p>The message is clear: consumers can make a difference by choosing more sustainable options. Sometimes, the simplest solutions—like opening a window instead of buying a mini fan—are the most effective.</p>
