The Environment Agency’s regulatory position statements – RPS 249 covering household waste and RPS 250 covering demolition waste – were issued in response to concerns from the Wood Recyclers’ Association (WRA) that too much waste wood was being labelled as hazardous material. 

• Under RPS 249 potentially hazardous waste wood received at household waste recycling centres will be able to be considered as non-hazardous material if it is sent for Industrial Emissions Directive Chapter IV-compliant biomass or the manufacture of panel board. These rules will be in place until the end of March 2024.
• RPS 250 requires all waste wood from construction and demolition sites to be assessed. It allows those with the correct environmental permits to store hazardous waste wood at a waste transfer station. It also allows a mix of hazardous and non-hazardous waste wood to be processed.
